The online list of schemes on RDA's website shows "Faisal Town Phase II" (Mouza Kollian Par, Maira Kalan, Pilo, Thallian, Dhalla) with the status "illegal". The scheme does not appear on RDA's approved list.

Serial 246 of the notice, signed by RDA's Director MP&TE, reads "Faisal Town-II mouza Kolian Par, Mera Kalan, Pilo, Thallain Tehsil Rawalpindi". The notice warns that a "file submitted", "under scrutiny" or "under process" status does not amount to approval. An earlier notice in February 2026 listed the scheme under the same serial number.

October 2023
RDA's MP&TE Directorate issued a show-cause notice over the launch of Phase-II at Mera Kalan, Kolian Par and Dhalla, directing that development, advertising and plot sales stop until approval, under Rule 46(1) of the Punjab Development Authorities Private Housing Scheme Rules 2021.

An NOC was issued for 7,300 kanal in 2022.
What the record shows: A 2022 press report quoted a letter reference for 7,300 kanal, but the same report noted that RDA still showed the scheme as illegal, and no RDA record links that letter or area to Faisal Town Phase II. The only 7,300-kanal entry on RDA's approved list belongs to a different scheme, Faisal Hills-II in Tehsil Taxila, recorded as "town planning approved".
Faisal Town is approved, so Phase 2 is covered.
What the record shows: RDA's approved list includes "Faisal Town (Rev & Extension)" with a final NOC over 4,735.90 kanal in Mouzas Chahan, Barkat, Pind Nasralla and Noughazi. Those are different mouzas from Phase II, so that approval does not extend to it.
The NOC is under process.

Several schemes share the "Faisal" name. Phase II is the entry in Kollian Par, Maira Kalan, Pilo, Thallian and Dhalla.
Open the latest public notices and lists on RDA's Downloads page and the Latest News page, and note the date of each document.
Ask the seller for the NOC or LOP letter number and date, then check that it appears in RDA's own records. A brochure or screenshot is not proof.
